Which control s/w package should we be using BLDC, FOC, or MOTION?

We have two BLDC motor control requirements:

1. Speed control of BLDC motors that drive ducted-fan propulsion units.
2. Position control of BLDC motors that drive gimbal motors for pan, tilt and rotation operations.

The ducted-fan drive motors have a typical speed range of 0 to 15,000RPM and a load/torque curve derived from the ducted fan load which is based upon a (power absorbed)^2/3 law. I need to have maximum motor efficiency across the entire operating range of the motor and the load may vary depending upon wind conditions.

The BLDC gimbal motors require position control and are star wound and PWM controlled. The maximum angular rotation is 180^o and absolute position control is required.
