DVR8432 Fault and OTW voltage levels

Hi,

I have 4 DVR8432 chips on my board and they all seem to have a problem with OTC and FAULT outputs not being fully pulled up to VREG. I measured my VREG and it is 3.3V as expected but the voltage on the fault pins is always around 1.5-2V.  I don't believe I have any fault conditions - no motors connected, no PWM input active.....

Does the PWM inputs have to have signal for the FAULT lines to be at the proper levels ?  

I am configured for parallel mode full bridge operation.

I have isolated the pins from the board and still show in that 1.5V - 2.0V range. Any ideas ?
